4. Calls on the Member States and the Union to show greater political resolve and, if the need for more effective
measures to combat drug abuse and drug trafficking cannot be met with existing resources, to commit higher resources on the one hand for internal action, notably in the educational, social, health and medical scientific field, particularly as regards the effects of drugs on health and life expectancy, and, on the other, for international action; condemns, in the light of Article 6(4) of the EU Treaty which requires the Union to “provide itself with the means necessary to attain its objectives and carry through its policies”,
...[+++] the persistent lack of comparable data provided by the Member States on drugs and drug addiction and calls on them to remedy this situation forthwith; 4. doet een beroep op de lidstaten en de Unie om blijk te geven van een sterkere politieke wil en, als blijkt dat het niet mogelijk is met de bestaande hulpmiddelen de grotere behoefte aan doeltreffende maatregelen
ter bestrijding van drugsgebruik en drugshandel te verwezenlijken meer begrotingsmiddelen uit te trekken voor enerzijds de interne actie, met name op het gebied van onderwijs, sociale kwesties, gezondheid en op medisch-wetenschappelijk gebied (inzonderheid de gevolgen voor de gezondheid en de levensduur), en anderzijds voor de actie op internationaal niveau; acht het onaanvaardbaar dat de door de lidstaten verstrekte gegevens
