Union citizens therefore had to repeat their request for entry on the electoral roll before each election, whereas Article 9(4) of the Directive states that Community voters who have been entered on the electoral roll shall remain thereon, under the same conditions as voters who are nationals, until such time as they request to be removed or until such time as they are removed automatically because they no longer satisfy the requirements for exercising the right to vote.
De burgers van de Unie zouden dus voor iedere verkiezingen opnieuw om inschrijving op de kiezerslijst moeten verzoeken, terwijl artikel 9, lid 4, van de richtijn het volgende bepaalt: de communautaire kiezers die op de kiezerslijst zijn ingeschreven, blijven dezelfde voorwaarden als de nationale kiezers daarop ingeschreven totdat zij verzoeken daarvan te worden geschrapt, of totdat zij ambtshalve daarvan worden geschrapt omdat zij niet langer aan de voorwaarden voor uitoefening van het actief kiesrecht voldoen.
