Gelet op de ontwikkeling van terroristische dreigingen tegen, en de wettelijke verplichtingen van, de Unie en de lidstaten uit hoofde van het internationaal recht, dient de definitie van terroristische misdrijven, misdrijven in verband met een terroristische groepering en misdrijven in verband met terroristische activiteiten door de lidstaten verder onderling te worden aangepast, zodat deze definitie gedragingen in verband met, in het bijzonder, buitenlandse terroristische strijders en terrorismefinanciering vollediger bestrijkt.
