to the humanitarian crisis in Ukraine and in Crimea and to address the catastrophic humanitarian situation, in particular the situation of internally displac
ed persons (IDPs); calls on the Commission and on the Commissioner for Humanitarian Aid and Crisis Management to prepare a robust, direct and long overdue humanitarian action, omitting intermediary organisations, in the form of ‘Blue Convoy’ type humanitarian actio
n clearly ...[+++]marked as coming from the EU; calls on the Commission to present such a plan of action to the Parliament within the next two months; stresses the need for further financial assistance for Ukraine from the EU and its Member States to help it cope with the dire humanitarian crisis; echoes the alerts issued by the WHO to the effect that eastern Ukraine is facing a health emergency, with hospitals not fully functioning and a shortage of medicines and vaccines, and calls for increased and more effective humanitarian assistance to IDPs, with regard in particular to children and the elderly, and for full and unhindered access for the International Committee of the Red Cross (ICRC) to the conflict areas; welcomes the enactment of the long-awaited IDP law, as well as the decision to deploy EU experts through the EU Civil Protection Mechanism to advise the Ukrainian authorities on IDP issues; 21. benadrukt dat de EU, samen met de Oekraïense autoriteiten, aandacht moeten blijven besteden

Crisisbeheersing op aan een robuuste, onmiddellijke en reeds lang noodzakelijke humanitaire actie voor te bereiden, zonder betrokkenheid van intermediaire organisaties, in de vorm van een humanitaire „Blue Convoy”-actie, waarvan duidelijk is dat zij afkomstig is van de EU;
...[+++]verzoekt de Commissie een plan voor een dergelijke actie binnen de komende twee maanden aan het Parlement voor te leggen; benadrukt dat de EU en haar lidstaten extra financiële bijstand aan Oekraïne moeten verstrekken om het land te helpen de deerlijke humanitaire crisis het hoofd te bieden; herhaalt de noodkreten die de Wereldgezondheidsorganisatie heeft doen uitgaan over het feit dat het oosten van Oekraïne met een medische noodsituatie kampt, waar ziekenhuizen niet optimaal functioneren en een tekort is aan geneesmiddelen en vaccins; dringt voorts aan op meer en doelmatigere humanitaire bijstand aan intern ontheemden, met name kinderen en ouderen, en op volledige en onbelemmerde toegang voor het Internationale Comité van het Rode Kruis (ICRC) tot de conflictgebieden; is ingenomen met de bekrachtiging van de langverwachte wet inzake intern ontheemden, alsook met het besluit om EU-deskundigen in te zetten in het kader van het mechanisme voor civiele bescherming van de Unie om de Oekraïense autoriteiten raad te geven op het vlak van kwesties in verband met intern ontheemden;
