REITERATES the importance which it attaches, in particular as regards SMEs,
to the Commission's Rolling Programme for simplification of Community legislation, inter alia as a key componen
t of the efforts to enhance competitiveness by reducing where necessary the r
egulatory burden on economic operators; WELCOMES the progress achieved since its session in May 2004 in id
...[+++]entifying, on the basis of contributions from the Member States, individual legal acts which seem to offer a particular potential for simplification from the point of view of competitiveness; AGREES to submit the attached list of Council priorities for simplification, with possible solutions, to the Commission with the invitation to include these in future updates of its rolling programme of planned legislative proposals or to take any other appropriate action; NOTES in this regard that, in addition, there appears to be a clear need for codification of legal acts, in particular in the transport sector, which the Commission is invited to consider for the next phase of its codification programme; INVITES the Commission to take account of the Council's priorities for simplification and to report on the result to the Council session in March 2005; STATES its intention to pursue work on identifying, on a regular basis and on the basis of a systematic approach, priorities for simplification as a continuous process in the broader framework of Better regulation and enhancing the competitiveness of the European economy.WIJST ER NOGMAALS OP dat hij, vooral ten aanzien van het MKB, groot belang hecht aan het doorlopend programma van de Commissie voor de vereenvoudiging van de bestaande communautaire wetgeving, onder andere als belangrijke component van de inspanningen om het concurrentievermogen aan te
scherpen door waar nodig de regelgevingslast voor economische subjecten te verminderen; IS VERHEUGD over de vooruitgang die sinds zijn zitting van mei 2004 is geboekt bij het identificeren, op basis van de bijdragen van de lidstaten, van individuele wetgevingsbesluiten die vanuit het oogpunt van het concurrentievermogen speciaal voor vereenvoudiging in a
...[+++]anmerking lijken te komen; KOMT OVEREEN de bijgevoegde lijst van 's Raads prioriteiten voor vereenvoudiging samen met mogelijke oplossingen voor te leggen aan de Commissie, met het verzoek deze op te nemen in toekomstige bijwerkingen van haar doorlopend programma van geplande wetgevingsvoorstellen of anderszins passende stappen te ondernemen; WIJST ER in dit verband OP dat er bovendien duidelijk behoefte lijkt te bestaan aan codificatie van wetgevingsbesluiten, inzonderheid in de sector vervoer, en verzoekt de Commissie hiermee rekening te houden bij de volgende fase van haar codificatieprogramma; VERZOEKT de Commissie rekening te houden met de prioriteiten van de Raad voor vereenvoudiging en over de resultaten verslag uit te brengen in de Raadszitting van maart 2005; VERKLAART dat hij voornemens is voort te gaan met het op gezette tijden systematisch aangeven van prioriteiten voor vereenvoudiging als een doorlopend proces in het ruimere kader van betere regelgeving en het aanscherpen van het concurrentievermogen van de Europese economie.
