Member States shall ensure that the responsibility for the safe operation of the railway system and the control of risks created on it shall be laid upon the infrastructure managers and railway undertakings, obliging them to implement necessary risk control measures, to apply national safety rules and standards, and to establish safety management systems according to the provisions of this Directive.
De lidstaten zien erop toe dat de verantwoordelijkheid voor een veilige werking van het spoorwegsysteem en de risicobeheersing bij de infrastructuurbeheerders en spoorwegondernemingen wordt gelegd. Zij moeten de nodige maatregelen op het gebied van risicobeheersing treffen, nationale veiligheidsvoorschriften en –normen toepassen en veiligheidsbeheersystemen creëren, overeenkomstig de bepalingen van deze richtlijn.
