At all events, this shows that the reduction in the scope of the embargo had been decided, either by Mr Hoelgaard or by Mr Fischler, before several scientific committees delivered their opinions and, certainly, two weeks before the report of the Association of Gelatin Manufacturers of Europe was submitted to the Scientific Veterinary Committee on 26 April 1996.
In ieder geval wordt hiermee aangetoond dat reeds tot een beperking van het embargo was besloten, hetzij door de heer Hoelgaard, hetzij door de heer Fischler, voordat diverse wetenschappelijke comités hun advies hadden uitgebracht en in ieder geval twee weken vóór de indiening van het rapport van de Europese gelatine-industrie in het Wetenschappelijk Veterinair Comité op 26 april 1996.
