For its part the European Council in Tampere, echoing the Commission communication, had called for minimum standards to be drawn up on th
e protection of the victims of crime, in particular on
crime victims access to justice and
on their rights to compensation for damages, including legal costs, as well as the establishment of national programmes to finance measures, both public and non-governmental, to assist and protect

De Europese Raad van Tampere had, ingaand op de mededeling van de Commissie, gevraagd om minimumnormen op te stellen voor de bescherming van slachtoffers van misdrijven, in het bijzonder inzake de toegang tot de rechter voor slachtoffers van misdrijven en hun recht op schadevergoeding, met inbegrip van de proceskosten, en de instelling van nationale programma's ter financiering van al dan niet van overheidswege getroffen maatregelen voor hulp aan en bescherming van slachtoffers van misdrijven.
