A "cosmetic product" shall mean any substance or preparation intended to be placed in contact with the various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance and/or correcting body odours and/or protecting them or keeping them in good condition'.

Onder "kosmetische produkten" wordt verstaan: alle stoffen en preparaten die bestemd zijn om in aanraking te worden gebracht met de verschillende delen van het menselijke lichaamsoppervlak (opperhuid, beharing, haar, nagels, lippen en uitwendige geslachtsorganen) of met de tanden en kiezen en de mondslijmvliezen, met het uitsluitende of hoofdzakelijke oogmerk deze te reinigen, te parfumeren, het uiterlijk ervan te wijzigen en/of lichaamsgeuren te corrigeren en/of voornoemde lichaamsdelen te beschermen of in goede staat te houden".

- are in Class IIb if they are intended for long-term use, except if they are used in the oral cavity as far as the pharynx, in an ear canal up to the ear drum or in a nasal cavity and are not liable to be absorbed by the mucous membrane, in which case they are in Class IIa.
