2. Recalls that, pursuant to Article 226 of the EC Treaty, the Commission may bring proceedings before the European Court of Justice against any Member State which does not transpose Community directives into national legislation by the appropriate deadline;

From the Commission's perspective, the result is that, when all the amendments still in the process of being drafted or adopted (Austria, France, Luxembourg, Portugal, Spain) enter into force, the Framework Decision will have been transposed in full into national law by all the Member States, with the exception of at least one provision which does not seem to have been completely transposed by certain Member States.
