Following the enlargement that brought about its reunification, Europe needed this relaunch in order to address the challenges, such as globalisation, facing it in the 21st Century. In much the same way as the Treaty of Rome was a response to the new situation obtaining after the Second World War, the Treaty of Lisbon may be seen as an attempt by Europe to face up to the new environment brought about by the end of the Cold War.
Na de uitbreiding, waarmee de hereniging van het Europese continent een feit werd, had Europa nood aan een nieuwe basis om een antwoord te kunnen bieden op de uitdagingen van de 21 eeuw, onder meer de mondialisering. Tot op zekere hoogte kan men stellen dat Europa vandaag met het Verdrag van Lissabon tracht het hoofd te bieden aan de nieuwe omgeving die na de Koude Oorlog is ontstaan, zoals ze na de Tweede Wereldoorlog met het Verdrag van Rome heeft gedaan.
