The challenge of the somewhat new dynamic relations between the European Union and Albania consists in the gradual qualitative adaptation of Albania to the acquis communautaire of principles, values, rules and conduct. It also consists in strengthening public institutions, more intense technocratic efficiency and definitively bridging the confidence gap between agents with reforming intentions and the citizens of Albania. Lastly, the challenge consists in bridging the gap between formal acceptance and real application of the acquis communautaire .
Het verwezenlijken van nieuwe en steeds dynamischere betrekkingen tussen de Europese Unie en Albanië is een uitdaging, omdat Albanië moet zorgen voor een geleidelijke, kwalitatieve aanpassing aan het Europees acquis van beginselen, waarden, regels en gedragingen, omdat het zijn overheidsinstellingen moet versterken, de technocratische efficiëntie ervan moet verhogen en de vertrouwenskloof tussen de hervormingsgezinde instanties en de burgers van Albanië definitief moet overbruggen, en tot slot omdat het de sprong moet maken van de formele aanvaarding van het communautair acquis naar de reële toepassing ervan.
