De Raad hield het gebruikelijke openbare debat, dat via televisie door de pers en het publiek kon worden gevolgd, over de prioritaire financiële en economische vraagstukken van het programma van het Belgische voorzitterschap: geslaagde overgang naar de euro, nauwere coördinatie van het economische beleid, inclusief de structurele vraagstukken, het fiscaal beleid van de Europese Unie, oprichting van een geïntegreerde Europese markt voor financiële diensten, extern gebruik van de euro, alsmede internationale vraagstukken: de uitbreiding van de Unie, de betrekkingen met Rusland en de versterking van het internationale financiële stelsel.
