Y. considerando che, nelle sue conclusioni del 5 e 6 giugno 2003 sullo sviluppo del VIS, il Consiglio invita la Commissione a continuare i lavori preparatori
sullo sviluppo del sistema d’informazione visti (VIS) sulla scorta di un’architettura centralizzata, tenendo conto della possibilità di una piattaforma tecnica comune con SIS II e senza ritardare lo sviluppo di SIS II; che il Consiglio darà gli orientamenti politici necessari entro e non oltre dicembre 2003 sugli elementi di
base del sistema d’informazione visti (VI ...[+++]S), compresa l’architettura, le funzionalità, la scelta di uno o più elementi di identificazione biometrici e l’approccio per l’applicazione del sistema, consentendo così di in
tegrare VIS come un’opzione possibile nel bando di gara per SIS II; considerando che la Commissione ha presentato due proposte per modificare i regolamenti che istituiscono modelli uniformi per i visti e per i permessi di soggiorno rilasciati a cittadini di paesi terzi, che dispongono l’obbligo di memorizzare l’immagine del volto e le impronte digitali quali identificatori biometrici (COM(2003) 558),
Y. whereas the Council, in its conclusions on the development of the VIS adopted on 5 and 6 June 2003, invites the Commission to continue its preparatory work on the development of the VIS on the basis of a centralised architecture, taking into account the option of a common technical platform with SIS II and without delaying the development of SIS II; whereas the Council will give the necessary political orientation by December 2003 at the latest on the basic elements of the VIS, including the architecture, the functionalities, the choice of biometric identifier(s) and the approach for the im
plementation of the system, thus making it pos ...[+++]sible to integrate the VIS as a possible option in the call for tender for SIS II; whereas the Commission has presented two proposals to modify the regulations laying down a uniform format for visas and for residence permits of third-country nationals providing for the mandatory storage of the facial image and fingerprints as biometric identifiers (COM(2003) 558);
