Il 21 ottobre 2013 il Consiglio ha autorizzato la Commissione e l'alto rappresentante ad avviare negoziati relativi a un accordo sul proseguimento delle attività del Centro internazionale di scienza e tecnologia tra l'Unione europea e la Comunità europea dell'energia atomica (Euratom), costituenti un'unica parte, la Georgia, il Giappone, il Regno di Norvegia, la Repubblica del Kirghizistan, la Repubblica d'Armenia, la Repubblica del Kazakhstan, la Repubblica di Corea, la Repubblica del Tagikistan e gli Stati Uniti d'America («accordo»).
On 21 October 2013, the Council authorised the Commission and the High Representative to open negotiations for the establishment of an Agreement continuing the International Science and Technology Center between the European Union and the European Atomic Energy Community (‘Euratom’), acting as one Party, Georgia, Japan, the Kingdom of Norway, the Kyrgyz Republic, the Republic of Armenia, the Republic of Kazakhstan, the Republic of Korea, the Republic of Tajikistan, and the United States of America (‘the Agreement’).
