Notes further that the effectiveness of the ESS, and in particular that of the ESDP, is dependent to a large extent on the expenditure of the Member States outside the framework of the EU; recommends in this connection, first, a more sensible and more effective use of national expenditure in the defence field, which might be achieved in certain Member States, for example by a speedier modernisation and restructuring of their armed forces, and, second, the establishment of a mechanism for assessing the proportion of a Member State's GDP spent on defence; urges the Member States, therefore, to cooperate with the EDA to that end;
