Subject to any sectoral rules, such aid may be authorised by the Commission only where, in accordance with Article 87(2)(b) of the Treaty, it is intended to make good the damage caused by natural disasters or exceptional occurrences or, under the conditions applying to operating aid in the guidelines on national regional aid, in regions eligible for the derogation under Article 87(3)(a) concerning the economic development of areas where the standard of living is abnormally low or where there is serious underemployment.
Onverminderd eventuele sectorale regels kan dergelijke steun door de Commissie alleen worden goedgekeurd indien deze bedoeld is om, overeenkomstig artikel 87, lid 2, onder b), van het Verdrag, de schade te herstellen die is veroorzaakt door natuurrampen of buitengewone gebeurtenissen, of, onder de voorwaarden die krachtens de richtsnoeren inzake regionale steunmaatregelen gelden voor exploitatiesteun, in regio's die in aanmerking komen voor de uitzondering van artikel 87, lid 3, onder a), betreffende de economische ontwikkeling van streken waarin de levensstandaard abnormaal laag is of waar een ernstig gebrek aan werkgelegenheid heerst.
