Stresses the need to promote a national debate on a reform of the system of tenancy and land use and, in this context, recommends that the Congress of the Republic should adopt as soon as possible the law on land registration and information and that the Government should institutionally strengthen CONTIERRA, the organisation set up to settle agricultural disputes;
5. wijst op de noodzaak om een nationaal debat op gang te brengen over de hervorming van de wetgeving op het grondbezit en het grondgebruik, en bepleit in dat verband dat het Nationaal Congres spoedig zijn goedkeuring hecht aan de wet op het kadaster en de kadastrale administratie en dat de regering meer institutionele bevoegdheden toekent aan CONTIERRA, het orgaan dat speciaal is opgericht om agrarische conflicten op te lossen;
