De bijstand bestaat uit hulp aan de grenzen met Tunesië, Egypte en Algerije aan mensen die Libië ontvluchten, steun voor de repatriëring van onderdanen van derde landen naar hun landen van herkomst, hulp aan en humanitaire bescherming van mensen met een vluchtelingenstatus die niet terug kunnen naar hun land – ze hebben geen land om naartoe te gaan – en aan Libiërs die Libië ontvluchten, financiering en voorsortering van noodvoorraden om noodhulp in Libië zelf te kunnen geven, en financiering van medische noodvoorraden, noodchirurgie en voedselhulp in Libië voor gebruik als en wanneer specifieke gebieden toegankelijk worden.
