Already in 2004, the Parties to the CBD recognised in its COP Decisions VII/5 and VIII/21 the serious threats to biodiversity in marine areas beyond national jurisdiction and stressed the need for rapid action to address these threats, in particular in areas with seamounts, hydrothermal vents or cold water corals.
Reeds in 2004 erkenden de partijen bij het CBD in de COP-besluiten VII/5 en VIII/21 de ernstige bedreigingen voor de biodiversiteit in mariene gebieden buiten nationale jurisdictie en wezen zij op de noodzaak van snelle actie, met name in gebieden met onderzeese bergen, warmwaterkraters of koudwaterkoralen.
