The basic reason for the problem is that the Commission has not taken into account the level of utilisation of the scheme which has been high in Reunion and Guiana but relatively low in the Canaries and the Azores, caused by the following reasons: in the Canaries, the non-renewal of the fisheries agreement with Morocco has led to a decline in fishing and therefore a considerable decline in the utilisation of the compensation scheme; and in the Portuguese outermost regions, the decline of capture in the Atlantic Ocean has also led to low utilisation of the scheme.
