The Community has many liaison systems, most addressing early warning and alert needs and based on Community legal instruments, in particular in the areas of radiation protection, food safety, animal health, plant health, civil protection, external affairs, customs etc. Health threats which the EWRS or the Community’s Rapid Alert System on biological, chemical and radio-nuclear attacks and threats [12] report, according to agreed criteria, may lead to the recognition of a public health emergency and will activate appropriate liaison and coordination structures at EU level as well as within the Commission.
De EU beschikt over een groot aantal verbindingsstructuren, meestal voor snelle waarschuwingen. Deze zijn gebaseerd op communautaire wetgeving, met name op het gebied van stralingsbescherming, voedselveiligheid, diergezondheid, gezondheid van planten, extern beleid, douane enz. Wanneer het EWRS of het snelle-waarschuwingssysteem voor chemische en radiologisch/nucleaire aanslagen of bedreigingen[12] een bedreiging voor de volksgezondheid melden, kan deze volgens overeengekomen criteria als volksgezondheidscrisis worden erkend en worden de nodige verbindings- en coördinatiestructuren op EU-niveau en binnen de Commissie ingeschakeld.
