(db) by extension, there must be a single, specific Directorate-General for development at the Commission, with responsibility for policy setting, policy advice and implementation of the Union's development cooperation policy; that Directorate-General, as well as all staff who implement the Union's development policy, both in Brussels and in overseas delegations, must report to the Development Commissioner;
(d ter) bij uitbreiding moet er bij de Commissie één specifiek directoraat-generaal voor ontwikkeling zijn, dat verantwoordelijk is voor de beleidsvorming, beleidsadvies en de uitvoering van het ontwikkelingssamenwerkingsbeleid van de Unie; dit directoraat-generaal, alsook al het personeel dat het ontwikkelingsbeleid van de Unie uitvoert, zowel in Brussel als in de delegaties in het buitenland, moet verantwoording afleggen aan de commissaris voor ontwikkeling;
