9. Calls on the euro area Member States, in accordance with their obligations arising from the Stability and Growth Pact, to use the cyclical upturn to reduce budget deficits consistently and to accelerate the reduction of debt and to support the ECB's stability policy by speeding up structural reforms in the markets for goods, services and capital, labour markets and social insurance systems;
9. dringt er bij de lidstaten op aan overeenkomstig hun uit het stabiliteits- en groeipact voortvloeiende verplichtingen gebruik te maken van de opleving van de conjunctuur om de begrotingstekorten terug te dringen en de schulden versneld af te lossen en het stabiliteitsbeleid van de ECB via een bespoediging van de structurele hervormingen op het gebied van de markten voor goederen, diensten en kapitaal, alsmede op het gebied van de arbeidsmarkten en socialezekerheidsstelsels te ondersteunen;
