Regrets, in particular, the ongoing decrease of appropriations in the field of development cooperation; wonders how this is compatible with the EU’s international commitments in terms of allocating, by 2015, 0,7 % of GNP to the Millennium Development Goals; regrets the fact that the total level of commitments under the Development Cooperation Instrument (DCI) as proposed in DB 2013 represents an increase of less than the estimated inflation rate, and that the proposed total DCI payment level is below that of 2012; calls on the Commission to ensure a more coherent, realistic and better planned approach to the financing of DCI;
