4. When granting an EC type-approval pursuant to Article 4(3) of Directive 70/156/EEC, the type-approval authority shall use the model of the EC type-approval certificate set out in Annex III to this Directive.

This Regulation aims at introducing the measures established by UN/ECE Regulation No 93 into the EC type-approval procedure set by Directive 70/156/EEC, so as to improve the protection of the occupants of passenger cars and light vans from injury in the event of a collision with the fronts of heavy goods vehicles and to allow manufacturers of such devises and vehicles equipped with such devises to obtain an EC type-approval if they meet the technical requirements of that Regulation.

The objective of this proposal is to amend Directive 92/61/EEC by introducing technical requirements for the design of speedometers to be fitted to two- or three-wheel motor vehicles, specifications which must - along with those for other parts and characteristics provided for in Annex I to Directive 92/61/EEC - be complied with for vehicles to be type-approved and put on the Community market.

This is because the legislation in question (Decree of 21 April 1995) does not contain any provisions ensuring that an individual airworthiness certificate will be issued to helicopters of a type not approved in France but approved in another Member State and previously the subject of an airworthiness certificate in another Member State.
