With a view to reinforcing the links with Objective 1 and 2 programmes part-financed by the ERDF and guaranteeing simple, transparent implementation based on sound financial management principles, the Commission is proposing a programming approach as opposed to an individual project approach, a reduction in the number of strategic themes and a structured co-operation between those responsible for the management of innovative actions and those in charge of the Objective 1 and 2 programmes part-financed by the ERDF.
