Emphasises the need for active, comprehensive and integrated labour market policies aimed at job creation, with special measures for young people, so as on the one hand to avoid wasting available resources and on the other to lower youth unemployment, rather than merely ‘recycling’ it; calls on the Member States to check whether examples of best practices from other Member States could be applied to their own labour markets, and to draw on those measures which are suitable in their fight against youth unemployment; stresses the good experiences from countries with VET and dual-track education ...[+++] systems in improving the education-to-work transition, thus bridging the gap between training skills and labour market demands; emphasises that the Commission’s task is to give active support to such efforts, and calls on the Commission to report regularly on Member States' reform efforts with regard to vocational training systems; stresses that special attention should be paid to vulnerable groups at high risk of social exclusion, including NEETs;

(7) Ships not covered by the scope of the Hong Kong Convention, ships that are not able to travel by their own means, unless they have a valid contract for full repair, and ships that do not comply with the applicable provisions under Union and international law with regard to safety when they become waste in the territory under the jurisdiction of a Member State , should continue to be recycled in accordance with the requirements of Regulation (EC) No 1 ...[+++]013/2006 and of Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives respectively.

32. Calls on the Commission and the Member States to put greater emphasis on information, education and awareness-raising, especially regarding the sorting of waste, reuse and recycling, bearing in mind that education has a direct impact on resource efficient habits;

As regards Regulation (EC) No 2037/2000, the Commission should be empowered in particular to amend Annex VI; to establish and reduce the calculated level of methyl bromide that can be placed on the market or used by importers or producers for their own account for quarantine and preshipment purposes; to determine a mechanism for the allocation of quotas of the calculated levels of methyl bromide to each producer and importer; to adopt, if necessary, modifications and, where appropriate, time frames for phase-out of the critical uses of halons listed in Annex VII; to take a decision on whether to adapt the end-dat ...[+++]e of prohibition of the use of hydrochlorofluorocarbons; to modify the list and dates with regard to control of the use of hydrochlorofluorocarbons; to modify the list of items related to the request for an import licence and Annex IV; to amend the list of products containing controlled substances and of Combined Nomenclature codes in Annex V; and to advance the date of export prohibition of recovered, recycled and reclaimed halon for critical uses, and to modify the reporting requirements.
