F. whereas the central electoral authorities did not guarantee a fair electoral process in both the referendum and the parliamentary elections; whereas, more specifically, in the appointment of scrutineers the principle of pluralism was not respected; whereas the accreditation of observers recommended by candidates and political parties was not allowed, the principle of securing the ballot boxes for early voting was not respected and the participation of observers and transparency during the counting of ballots was not guaranteed,
F. overwegende dat de centrale verkiezingsinstanties geen eerlijk verkiezingsverloop garandeerden, noch bij het referendum, noch bij de parlementsverkiezingen, en dat met name bij de benoeming van stemopnemers het pluralistisch beginsel niet is gerespecteerd, dat de accreditering van de door kandidaten en politieke partijen aanbevolen waarnemers niet werd toegestaan, dat het principe dat stembussen die zijn gebruikt voor vroegtijdig stemmen moeten worden verzegeld niet is gerespecteerd, dat er geen waarnemers bij werden toegelaten en dat de transparantie tijdens het tellen van de stemmen niet was gegarandeerd,
