19. Calls on the Commission, the Council and the Member States to ensure that fundamental rights and principles – as laid down, in particular, in the Treaties, the Charter and the European Convention on Human Rights – are embedded in internal security policies and measures from the outset, as suggested in the FRA Focus paper 'Embedding fundamental rights in the security agenda’; urges the EU and the Member States to mainstream social inclusion and non-discrimination measures in future internal security strategies;
19. verzoekt de Commissie, de Raad en de lidstaten ervoor te zorgen dat de grondrechten en -beginselen, zoals met name vastgelegd in de Verdragen, het Handvest en het Europees Verdrag tot bescherming van de rechten van de mens, vanaf de ontwerpfase worden geïntegreerd in binnenlandse veiligheidsbeleidsmaatregelen, zoals wordt voorgesteld in het focusverslag van het FRA getiteld "Embedding fundamental rights in the security agenda"; dringt er bij de EU en de lidstaten op aan om sociale-integratie- en non-discriminatiemaatregelen op te nemen in toekomstige interne veiligheidsstrategieën;
