Energy security and the transition to a low carbon economy should be prioritised in the implementation of the EU financial instruments in the period 2014-2020, in particular using the European Regional Development Fund, the Connecting Europe Facility, Horizon 2020 and the European Neighbourhood Policy Instrument. They should also be a guiding objective for the interventions of the EU external action instruments such as the neighbourhood investment facility and the Western Balkans Investment facility, as well as the European Investment Bank, and the European Bank for Reconstruction and Development;
