Het ESC stemt hiermee in, maar wijst er wel op dat te weinig aandacht is besteed aan de gevolgen van de toepassing van de richtlijn op andere gebieden - waarvan sommige buiten de bevoegdheid van de Commissie vallen (gevolgen van monetaire aard) of in een richtlijn inzake bedrijfseconomisch toezicht niet relevant zijn -, nl. bescherming van de markt (consumenten en ondernemingen die e-geld gebruiken) en bescherming van de samenleving tegen de georganiseerde misdaad.
