– Madam President, I agree with Mrs Jackson that her five-step waste hierarchy sends out clear signals to Member States on waste prevention and management legislation, and that she has allowed enough wriggle room so that the environment will always be the winner in waste policy and that Member States take full account of the principles of the precautionary approach and sustainability, together with other criteria covering the ecological, economic and social impacts, when applying the five-step waste hierarchy in a carbon-efficient way.
– (EN) Mevrouw de Voorzitter, ik ben het met mevrouw Jackson eens dat haar afvalhiërarchie met vijf trappen een duidelijk signaal aan de lidstaten afgeeft over de wetgeving op het gebied van afvalbeheer en afvalpreventie. Zij heeft ook voor genoeg speelruimte gezorgd om te waarborgen dat het milieu altijd de winnaar zal zijn in het afvalbeleid en dat de lidstaten het voorzorgs- en het duurzaamheidbeginsel volledig in acht nemen. Bij een koolstofefficiënte toepassing van de vijftraps-hiërarchie dienen de lidstaten daarnaast met het oog op de ecologische, economische en sociale gevolgen ook met andere criteria rekening te houden.
