As a second stage, a proposal setting a framework for the internalisation of costs to all road vehicles (except those covered by Eurovignette) to cover the costs of infrastructure as well as the social costs of congestion, CO2 (if not included in fuel tax) local pollution, noise and accidents.
In een tweede fase wordt een kader voorgesteld voor de internalisering van de externe kosten van alle wegvoertuigen die niet onder de eurovignetrichtlijn vallen om de infrastructuurkosten en de maatschappelijke kosten van congestie, CO2 (indien nog niet doorberekend in de brandstofbelasting), plaatselijke verontreiniging, geluidshinder en ongevallen, door te berekenen.
