1. Multiannual indicative programmes for thematic programmes shall set out the Union's strategy for the theme concerned and, with regard to the ‘Global Public Goods and Challenges’ programme, for each area of cooperation, the priorities selected for financing by the Union, the specific objectives, the expected results, clear, specific and transparent performance indicators, the international situation and the activities of the main partners and, where applicable, aid modalities.

Meerjarige indicatieve programma's voor thematische programma's leggen de strategie van de Unie voor het betrokken thema vast, alsmede, met betrekking tot het programma voor mondiale collectieve goederen en uitdagingen, voor elk samenwerkingsgebied, de prioritaire terreinen die voor financiering door de Unie in aanmerking komen, de specifieke doelstellingen, de verwachte resultaten, duidelijke, specifieke en transparante prestatie-indicatoren, de internationale situatie en de activiteiten van de belangrijkste partners, en, indien toepasselijk, de steuninstrumenten.
