Het feit dat AJK bestuurd wordt door het Ministerie van Kasjmiri Zaken in Islamabad, dat Pakistaanse ambtenaren de Raad van Kasjmir geheel domineren en dat sleutelfiguren zoals de secretaris-generaal van AJK, de inspecteur-generaal van de politie, de hoogste ambtenaar op het Ministerie van Financiën en de minister van Financiën allemaal afkomstig zijn uit Pakistan, spreekt boekdelen.
