The Commission is furthermore of the opinion that, in order to accommodate the longer term noise reduction objectives, a decision within ICAO on a new production standard should be complemented by a firm and credible commitment by ICAO to taking account of the current state-of-art and technological feasibility establish the parameters for a genuine design standard based on a revised certification scheme that accurately reflects the operational performance of modern aircraft.
10. De Commissie is voorts van mening dat, teneinde te voldoen aan de geluidsverminderingsdoelstellingen op de lange termijn, een besluit in de ICAO over een nieuwe productienorm zou moeten worden aangevuld met een duidelijke en geloofwaardige uitspraak dat de ICAO, rekening houdende met de stand der techniek en met de technische haalbaarheid, zich erop vastlegt de parameters voor een echte ontwerp-norm vast te stellen, op basis van een herziene certificatieregeling die de operationele prestaties van moderne vliegtuigen accuraat weergeeft.
