Notes that in April 2009 the Parliament of the Democratic People's Republic of Korea (North Korea) revised the country's Constitution to include, among other things, a provision that North Korea ‘respects and protects human rights’, urges the North Korean authorities to make concrete and tangible steps towards improving human rights conditions, and in this respect calls on the authorities to allow inspection of all types of detention facilities by independent international experts, and to allow UN Special Reporters to visit the country; stresses that not only constitutional provisions, but above all the application of concrete measures, have to be take
