4. Urges the Council and the Commission to reactivate discussions on the revision of the EU official phytosanitary control system in order to protect and safeguard the EU territory; considers that the review of phytosanitary risk management at EU level is the key issue that should be included in discussions, while preventing a negative impact on global commercial exchanges;
4. dringt er bij de Raad en de Commissie op aan de discussie over de herziening van de officiële fytosanitaire controleregeling van de EU te heropenen, teneinde het grondgebied van de EU te beschermen en te vrijwaren; is van mening dat de herziening van de fytosanitaire risicobeheersing op EU-niveau de cruciale kwestie is die in de discussie moet worden opgenomen, waarbij wordt voorkomen dat het wereldwijde handelsverkeer op negatieve wijze wordt beïnvloed;
