Whereas some confusion has arisen as to the scope of Directive 73/405/EEC and it is necessary to make quite clear that the Directive applies only to surfactants used in detergents ; whereas it is also necessary to make quite clear that it is the level of biodegradability of the anionic surfactants contained in a detergent, and not the level of biodegradability of the detergent itself, which is dealt with in Article 2;
Overwegende dat , aangezien zekere twijfels zijn gerezen aangaande het toepassingsgebied van Richtlijn 73/405/EEG , duidelijk moet worden gemaakt dat de richtlijn alleen op oppervlakte-actieve stoffen in detergentia betrekking heeft ; eveneens moet buiten alle twijfel worden gesteld dat het in artikel 2 om de graad van biologische afbreekbaarheid van anionactieve oppervlakte-actieve stoffen , bevat in detergentia , gaat , en niet om de graad van biologische afbreekbaarheid van de detergentia zelf ;
