In accordance with normal WTO practice of "Special and Differential Treatment", and taking note of the definition of "substantially all trade" used in the Economic Partnership Agreement with the Caribbean, the EU should be ready to allow low and low middle income countries (Indonesia, Philippines, Thailand, Vietnam) longer transition periods and less extensive coverage than the schedules adopted by high income countries.
In overeenstemming met de gebruikelijke WTO-praktijk van "speciale en differentiële behandeling" en indachtig de definitie van "vrijwel de gehele handel" in de economische partnerschapsovereenkomst met het Caribisch gebied, dient de EU voor landen met lage of lage tot modale inkomsten (Indonesië, de Filippijnen, Thailand, Vietnam) in langere overgangsperioden en een minder breed toepassingsgebied dan in de regelingen voor landen met een hoog inkomen.
