2. Where essential information, such as on the user and utilisation, on the place of access, or on the genetic resource, without which the record could not be published on the ABS Clearing House, is considered confidential, the competent authorities shall consider instead transmitting that essential information directly to the competent national authorities referred to in Article 13(2) of the Nagoya Protocol.
2. Indien essentiële informatie, bijvoorbeeld over de gebruiker en het gebruik, over de plaats van toegang, of over de genetische rijkdom, die noodzakelijk is voor de bekendmaking van het dossier door het uitwisselingscentrum voor toegang en verdeling van voordelen, als vertrouwelijk wordt beschouwd, overwegen de bevoegde instanties deze essentiële informatie in de plaats daarvan rechtstreeks te verstrekken aan de in artikel 13, lid 2, van het Protocol van Nagoya bedoelde bevoegde nationale autoriteiten.
