4. In the absence of an effective international decision to release stocks but when difficulties arise in the supply of crude oil or petroleum products to the Community or to a Member State, the Commission shall inform the IEA where applicable, and coordinate with it as appropriate, and arrange a consultation of the Coordination Group as soon as possible, either at the request of a Member State or on its own initiative.
4. Indien, bij gebreke van een vigerend internationaal besluit om voorraden in omloop te brengen, zich problemen voordoen met de voorziening met ruwe aardolie of aardolieproducten in de Gemeenschap of een lidstaat, stelt de Commissie in voorkomend geval het IEA op de hoogte en regelt zij een passende coördinatie met dit agentschap, en organiseert zij, op verzoek van een lidstaat of op eigen initiatief, zo spoedig mogelijk overleg met de coördinatiegroep.
