For the purposes of the Recommendation to Member States and the Framework for a Code of Conduct, NPOs are deemed to be organisations, legal persons, legal arrangements whose principal purpose is to “engage in the raising and/or disbursing funds for charitable, religious[22], cultural, educational, social or fraternal purposes, or for the carrying out of other types of good works”. [23]. For reasons of diversity, it would be appropriate to avoid a “one-size-fits-all” approach[24].
In de aanbeveling aan de lidstaten en het kader voor een gedragscode worden met NPO's organisaties, rechtspersonen en juridische constructies bedoeld die zich bezighouden met het werven en/of uitbetalen van fondsen voor liefdadige, religieuze[22], culturele, opvoedkundige, sociale of sociëteitsactiviteiten, of voor andere goede werken.[23] Vanwege de diversiteit zou een ongedifferentieerde aanpak moeten worden vermeden[24].
