1. The Student Loan Guarantee Facility shall provide partial guarantees to financial intermediaries in respect of loans granted on the most favourable terms possible to students undertaking a second-cycle degree, such as a Master's degree, at a recognised higher education institution in a Programme country, as referred to in Article 24(1), which is neither their country of residence nor the country in which they obtained their qualification granting access to the Master's programme.

De garantiefaciliteit voor studentenleningen verstrekt gedeeltelijke garanties aan financiële intermediairs voor leningen tegen de zo gunstig mogelijke voorwaarden aan studenten die een tweedecyclusgraad beginnen, zoals een mastergraad, aan een erkende instelling voor hoger onderwijs in een in artikel 24, lid 1, bedoeld programmaland, met dien verstande dat dat land niet hun land van verblijf is, noch het land waar zij de kwalificatie hebben behaald die toegang tot het masterprogramma geeft.
