De inwerkingtreding van de hervorming betekent anderzijds dat voor alle beroepsbeoefenaren, wederverkopers of tussenpersonen het beginsel van het land van herkomst geldt. Dit betekent voor deze beroepsbeoefenaren dat zij met eenzelfde gemak en eenvoud als particulieren: goederen kunnen verwerven zonder fiscale formaliteiten overal in Europa en met totale vrijheid van verkeer nadien, ongeacht wie de verkoper is (beroepsverkoper of particulier), de wijze van verwerving (ter plaatse of op afstand), het type verkoop (ondershands of bij openbare verkoping) en de wijze van vervoer (door de verkoper, de aankoper of een derde).
