ie, de lidstaten en het Europees Agentschap voor chemische stoffen (ECHA) meer inspanningen te leveren om zeer zorgwekkende stoffen te vervangen en om stoffen die een onacceptabel risico met zich meebrengen voor de menselijke gezondheid of het milieu te beperken in het kader van REACH, niet in de laatste plaats om te voldoen aan het vereiste van het zevende milieuactieplan om niet-giftige materiaalcycli te ontwikkelen, zodat gerecycleerd afval kan worden aangewend als een belangrijke en betrouwbare bron van grondstoffen voor de Unie; verzoekt de Commissie in dit verband haar eenzijdige moratorium op de verwerking
...[+++]van aanbevelingen door het ECHA onmiddellijk te beëindigen voor wat betreft de opneming van zeer zorgwekkende stoffen in bijlage XIV bij REACH en onverwijld over te gaan tot die opneming; benadrukt in overeenstemming met de afvalhiërarchie dat preventie prioriteit krijgt boven recycling en dat recycling bijgevolg niet mag dienen als rechtvaardiging voor het voortgezette gebruik van uitgefaseerde gevaarlijke stoffen;
