Indeed so, for we read in the European Defence Paper, compiled by the European Institute for Strategic Studies, that Lothar Rühl, former secretary of state in the German Ministry of Defence and the paper’s joint author, has summed the matter up in the following words: ‘We have not avoided the presentation of scenarios in which the European Member States’ nuclear forces can influence planning’.
Jazeker, en zo staat het ook in het European Defence Paper dat is opgesteld door het Europees Instituut voor veiligheidsstudies. Lothar Rühl, de voormalige Duitse staatssecretaris van Defensie en coauteur van dit document, heeft het als volgt samengevat, ik citeer: “Wij hebben gemeend ook scenario’s te moeten presenteren waarin de nationale nucleaire strijdkrachten van de Europese lidstaten de planning kunnen beïnvloeden”.
