9. doet een beroep op de Commissie en de Raad om via een bureau van de permanente EU-delegatie en in samenwerking met de VN, Zuid-Korea, Japan, de VS en zo mogelijk samen met de Volksrepubliek China permanente contacten met de regering van Noord-Korea aan te knopen die ertoe moeten leiden dat eind voorjaar/begin zomer zevenmogendhedensbesprekingen worden gehouden over de situatie op het Koreaanse schiereiland, waarvoor Noord-Korea, Zuid-Korea, Japan, Rusland, China en de VS worden uitgenodigd om samen met de EU de situatie met betrekking tot de economie, de veiligheid en de nucleaire ontwapening te bespreken;
