Het verordeningsvoorstel van de Commissie blijft ook op veel andere punten vaag. Men kan zich bv. afvragen hoe de bepalingen uit de verordening zullen worden toegepast op de productie van bosbouwkundig teeltmateriaal en het toezicht op het verhandelen daarvan. Deze verschillen immers van de bepalingen die van toepassing zijn op teeltmateriaal van landbouwgewassen waar het gaat om de classificatie, de definities en zelfs de basisregels voor controle en toezicht, die beter niet zouden worden gewijzigd.
